Confident UPA opts for trust vote (12-07-08)

The United Progressive Alliance (UPA) under the auspices of the Congress is steadfast to seek a trust vote and thus to put an end to the ongoing controversies in the wake of the contentious Indo-US nuclear deal and especially of its latest approach to the IAEA. The Prime Minster Dr. Manmohan Singh mentioned this very categorically to the Hon’ble President Pratibha Patil and at the same time clarified its point of view in the best manner.

It is true that the approach of the government to circulate the draft of the safeguards agreement among the IAEA board members and also on the website of the Ministry of External Affairs has been lambasted by both the BJP and Left, which have accused the government of double speak. Even the parties, while commenting on the government’s act, cited foreign minister Pranab Mukherjee’s assurance that it would seek a confidence vote first.

However, any charge of betraying the cause of the nation has been denied by the government and stated that the draft being classified it was beyond the ability of the government to make it public till the IAEA “de-registered” it by posting it on the Net. For which it was not shown to the Left as they were not part of the government.

What is more the Congress made it clear that the government’s move was a preliminary one and did not amount to “going to the IAEA”. Again the decision was entirely of the Department of Atomic Energy, which indicates no other can be responsible for anything. Kapil Sibal, the official spokesperson of the party also termed that the foreign ministry was a “facilitator” in international negotiations and not a “decision-maker”.

There is no doubt that each and every step of the government is full proof and goes in accordance with the terms and conditions of the agreement. It is difficult to predict the result of the trust vote but it’s definite that the government has acted sensibly till now and its steps are apt, significant and meaningful.
